IRCTU

On April 22, at 8-30 a.m. the press conference was held at ONAT conference hall concerning the creation of the constantly acting International Rectors’ Conference of Telecommunication Universities. The press interviewed Mr. P. Vorobiyenko (Rector of ONAT), Mr. A. Baranov (Vice-Head, State Department of Telecommunications and Informatization of Ukraine) and Mr. Jaroslaw Ponder (Officer, Human Capacity Building Division, ITU).

The press conference started with the speech of Mr. A. Baranov who highlighted the following problems: the dynamics of telecommunication sphere developing in Ukraine, peculiarities of mobile operators developing as well as conditions and perspectives of the newest telecommunication services providing.

Mr. P. Vorobiyenko told to those present the history of the idea of such international organization creation, its possible structure, organization, aims, tasks and ways of the development. The main peculiarity of the Conference is that it will act constantly. This peculiarity is connected with working groups’ interaction including participants of Constitutors-Universities.

Mr. J. Ponder, being the ITU representative, described the ITU activities and the necessity of ITU and Universities interaction caused by the complicity of tasks facing ITU now concerning of standardization amount widening as well as information community developing.

On April 22, 2008 the first constitutive meeting was held and the constantly acting International Rectors' Conference of Telecommunication Universities (IRCTU) was created. The same day the ceremonial signing of the Conference Declaration took place at ONAT assembly hall.

The IRCTU organization activities are the following: the Conference is held once a year changing the country of the meeting annually, under the chairmanship and organization of one of the participant University. During consultations and deliberations the rectors of the Universities jointly with the ITU representative discussed the urgent problems of infocommunication sphere, conformed strategic directions of joint activities and coordinated concrete actions aimed at solving of raised tasks.

Under the Conference declaration, ONAT has become the Depositary University where constitutive documents of the organization and IRCTU archives are to be kept. 18 University Rectors from 14 world countries participated in the Conference, among them: Ukraine, Russia, Byelorussia, Slovakia, Germany, Latvia, Poland, Moldova, Azerbaijan, Georgia, Kazakhstan, Uzbekistan and Syria.

The Conference has been created for the development and coordination of Universities Rectors cooperation and complex solution of the problems that come into being of telecommunication universities; for the development of all links of educational system in the range of the universities activities in the higher education sphere, summarizing and spreading of positive experience in training process organization, scientific work, training staff qualification improvement, improving of long-life training system and distance training.

The main tasks of the Conference are:

  • The development of recommendations for finding of basic principles and policy in higher education, aimed at further modernization of science and training process;
  • Coordination of complex scientific programs, assistance in making use of its results in industrial and social spheres; developing of students’ scientific works;
  • Holding of conferences, seminars and other scientific and education workshops for skills improvement of the universities’ academic and other staff.
  • Strengthening of ties between universities, private and non-private organizations connected with students’ practical training and graduates employment;
  • Promotion of strengthening and developing of direct international ties between universities;
  • Providing the Conference members with inquiry information and consulting them of about national and international achievements in telecommunication sphere.

  • Artem Adjemov (Moscow, Russia) "The Role of Information Technologies in the Creation of Common Educational Environment."
  • Anton Čhižmár (Kosice, Slovakia): "TUKE and its Role in Education of ICT Experts".
  • Mikhail Barkun (Minsk, Byelorussia): "Continuous Education System in Higher State College of Communications".
  • Alexander Gogol (Saint-Petersburg, Russia): "The Bonch-Bruevich Saint-Petersburg State University of Telecommunication Experience in the Realization of International Cooperation in the Frameworks of Preparation for IV International Forum of University Presidents Dealing with Education in Information and Communication Technologies Sphere (IFUP-ICT’2009)".
  • Sebastian Möller (Berlin, Germany): "ITU-T Study Group 12: Structures and Guide for University Participants".
  • Sergey Sitnikov (Novosibirsk, Russia): "The Siberian State University of Telecommunications and Informatics on its Way of Innovative Development".

  • Vladimir Andreyev (Samara, Russia): "Fifty-year Experience of Personnel Training in Povolzhskaya State Academy of Telecommunication and Information".

  • Elmars Bekeris (Riga, Lаtvia): "Engineering Education – Navigation Between Objectives and Realities at Riga Technical University".
  • Abdoul Ilah Abdou (Homs, Syria): "Training in Al-Baath University".
  • Tofiq Mansurov (Baku, Azerbaijan): "Standardization System of Telecommunication Sphere Forming in Higher Education".
  • Altay Aitmagambetov (Almatu, Kazakhstan) "About International Cooperation of Kazakh Academy of Transport and Communications in Telecommunication Sphere".
  • Oleg Gofaizen (Odessa, Ukraine): "Standardization System in the Infocommunication Sphere".

At the Conference Round table talking was held: "Prior directions of interaction between the International Rectors’ Conference and the International Telecommunication Union". The problems discussed were as following:

  1. Discussion of initiatives indicated at Consultative Meeting on Universities and ITU Interaction, January 18-19, 2007, Geneva
  2. The Conference activities directions:
    1. Training, retraining and staff skills improvement in the sphere of infocommunication (coordination of curricula and syllabi; "double-diploma" program; exchange of training staff and students as well as skills improvement seminars/workshops organization for training staff with issuing of corresponding certificates; joint publication of scientific and methodical literature etc.).
    2. Terminology development in the sphere of infocommunication
    3. Organizing of work on the ITU contributions advancement (organizing of special working groups activities which explain the principles of creation and presentation of contributions; informing of students and training staff concerning the existing standards base).
    4. Joint participation in international programs (Framework Program 7, TEMPUS-TACIS, etc,.).
    5. Organizing of joint scientific researches.
  3. On the International Accredit Centre creating.
  4. Discussion of organizational matters:
    1. Estimating of working groups activities directions.
    2. Choosing of the place for the next Conference session.
  5. Adoption of the Conference emblem and flag.

The decision of the Conference

  1. To support initiatives indicated at Consultative Meeting on Universities and ITU interaction, January 18-19, 2007, Geneva (Annex 1).
  2. To create working groups dealing with:
    1. the problems of training in telecommunication sphere( responsible person: P. Vorobiyenko, Rector of Odessa National A.S. Popov Academy of Telecommunications);
    2. the translation of the ITU recommendations as well as methodical materials of leading telecommunication enterprises into Russian and other languages (responsible person: A. Gogol, Rector of the Bonch-Bruevich Saint-Petersburg State University of Telecommunication";
    3. the development of terminology in the sphere of infocommunication (responsible person is to be defined in a month);
    4. the contributions advancement and ITU standards popularization (responsible person: P. Vorobiyenko, Rector of Odessa National A.S. Popov Academy of Telecommunications);
    5. joint participation in international programs (responsible person: A. Čhižmár, Rector of Technical University in Kosice);
    6. the organization of joint scientific researches (responsible person: A. Adjemov, Rector of Moscow Technical University of Communications and Informatics;
    7. по организации обмена студентами и преподавателями (ответственный – ректор Московского технического университета связи и информатизации – А. Аджемов).
  3. To create IRCTU web-site and forum (responsible person: P. Vorobiyenko, Rector of Odessa National A.S. Popov Academy of Telecommunications);
  4. To address the ITU with the request of the Conference materials to be placed on its web-site (responsible person: P. Vorobiyenko, Rector of Odessa National A.S. Popov Academy of Telecommunications);
  5. To adopt the Conference emblem and flag suggested by the Depositary University, i.e. Odessa National A.S. Popov Academy of Telecommunications.
  6. The next Conference session is to be held at Kazakhstan in the end of April 2009.
